The Punjab Healthcare Commission (PHC) came into existence pursuant to the promulgation of the PHC Act 2010, which heralds the beginning of a new paradigm of healthcare service delivery framework in Punjab. |

The Minimum Service Delivery Standards (MSDS) have been developed by the PHC through a consultative approach, bringing together healthcare experts, managers and healthcare practitioners from the medical fraternity, Homeopathy, Tibb and other key stakeholders from public and private sectors, to ensure open debate, use of scientific knowledge and broad based consensus in drafting the MSDS. |

The MSDS set the benchmark for the minimum level of mandatory services that a Healthcare Establishment (HCE) is responsible to deliver and patients have a right to expect. These Standards define a minimum package of fundamental yardsticks for all HCEs at the Primary, Secondary and Tertiary levels in both the Public and Private sectors in Punjab to implement, improve and assess, for ensuring quality healthcare service delivery. |

The MSDS encompass salient elements of healthcare system requirements as well as service delivery standards that can be easily implemented by a HCE and monitored by the PHC for an assessment of the HCEs’ level of compliance through an objective and transparent evaluation process. |

The MSDS package underscores standards in the key areas of quality of patient care including Access, Assessment and Continuity of Care (ACC), Care of Patients (COP), Management of Medication (MOM), Patient Rights and Education (PRE), Hospital Infection Control (HIC), Continuous Quality Improvement (CQI), Responsibilities of Management (ROM), Facility Management and Safety (FMS), Human Resource Management (HRM) and Information Management Systems (IMS). |

The PHC has published the MSDS for dissemination among key stakeholders and has also developed a standard package for orientation and training of HCEs on key features of the MSDS, accompanied by a comprehensive Reference Manual to guide the HCEs during implementation of MSDS. |

The PHC teams of trained surveyors including health experts and subject specialists that survey a HCE using a standard assessment tool at various stages from the issuance of Provisional to a Regular License to the respective HCE. |
