A team of professional trainers from the CG&OS department conducted four one-day training sessions for homeopathic practitioners from 24th-27th May in Lahore to communicate them the MSDS implementation mechanism developed for homeopathic clinics. The workshops were attended by more than 180 participants, who were conveyed latest information in critical areas concerning the health, care and safety of patients. In addition to providing an in-depth knowledge on the implementation of the MSDS, the workshops also disclosed the benefits of the same, if implemented in full capacity.
The trainings were led by expert trainers including Dr. Mushtaq Ahmad, Dr. Majid Latif, Dr. Mukhtar Ahmad Awan, Homeopathic Doctor Jamil Akhtar Ghauri and Dr. Shafiq-ur-Rahman. With this, the PHC has now organized 85 capacity building workshops, in which 3435 homeopathic practitioners have successfully been trained.

The PHC organized a capacity building workshop from 17th-19th May 2016 in Lahore, in order to train the staff of Category-I HCEs in the implementation of the MSDS. The prolific workshop was attended by 47 participants, which included health managers, consultants and allied health professionals who had come from 10 different districts of Punjab. The three-day long training inculcated contemporary information to the attendees in areas concerning the health and care of patients, management of medication, hospital infection control and information management system. Additional Director Trainings, Dr. Majid Latif and Deputy Director Trainings, Dr. Mukhtar Ahmad Awan were the resource persons on this occasion. Dr. Mushtaq Ahmad, Director Clinical Governance and Organizational Standards, also addressed the participants at the end of the session.

The PHC held two one-day training session for homeopathic practitioners in Gujranwala on 17th & 18th May 2016, in which the standardized MSDS implementation guidelines were conveyed to the 50 participating homeopathic practitioners. The workshop also increased the participants’ awareness in areas which directly influence the health of susceptible patients, such as care of patients, management of medication, hospital infection control systems, continuous quality improvement systems, responsibilities of management and information management systems. The training led by Dr. Shaifq Ur Rehman and Homeopathic Doctor Jamil Akhtar Ghauri encapsulated all the requisite information that would ensure an improved healthcare service delivery for the patients.

The capacity building workshops in Gujrat comprised of three full-day training sessions held from 11th-13th May, where homeopathic practitioners benefitted from one-on-one interaction with the PHC experts regarding the MSDS implementation guidelines. 39 participants attended each of the training sessions and were trained by a team of distinguished experts from the Clinical Governance Department including Dr. Mukhtar Ahmed Awan, Dr. Shafiq-ur-Rehman and Homeopathic Doctor Jamil Akhtar Ghauri. The sessions were immensely useful, as in addition to providing an in-depth knowledge of the implementation of MSDS, the sessions also raised the participants’ awareness on the importance of the same for better healthcare standards.

The 29TH meeting of the Board of Commissioners (BOC) of the Punjab Healthcare Commission (PHC) was held on 13th May in the office of the Commission. The prestigious members of the Board discussed various issues including recommendations of the complaint management sub-committee and progress in individual departmental activities, among other things.
Presenting his views on this occasion, Justice (r) Aamer Raza Khan, Chairman Board of Commissioners, said that the PHC is working towards improving the quality of healthcare service delivery for the people of Punjab by introducing an institutionalized system of quality assurance through implementation of Minimum Service Delivery Standards (MSDS) in both public and private sectors’ healthcare establishments.
He further said that the management of complaints of patients in cases of medical negligence, malpractice and failure of service is also a major mandate of the Commission. In this context, the Board evaluated and finalized 37 decisions on cases of complaints recommended by the sub-committee of the Board.
On this occasion, Dr. Muhammad Ajmal Khan, the Chief Operating Officer (COO) of the PHC updated the Board on the activities of its various departments. The Board expressed satisfaction on the departmental progress report presented for review.

Presenting the MSDS compliance status in Punjab, Dr. Muhammad Ajmal Khan, the Chief Operating Officer (COO) of the PHC said that EDOs must not compromise on more basic standards such as blood transfusion, infection control, operation theatres, complaint management and fire emergency.

The Review and Coordination Committee meeting with the Punjab Health Department was held at the Punjab Healthcare Commission’s Office on 05th May to discuss the progress on the implementation of MSDS at government hospitals and the anti-quackery campaign. Khawaja Salman Rafique, Advisor to Chief Minister on health, Mr. Najam Shah, Secretary Specialized Healthcare and Medical Education, Dr. Muhammad Ajmal Khan, the Chief Operating Officer (COO) of PHC and the senior management of PHC undertook the review.
In the meeting, the PHC regarded ‘managerial attitude’ a major factor in the poor quality of health service delivery. Khawaja Salman Rafique recommended the PHC to impart trainings to the managerial staff of the hospitals on standards pertaining to quality, patient safety and infection control. The PHC management accepted the suggestion of Mr. Najam Shah to develop Key Performance Indicators for the healthcare service providers and also agreed on the monitoring of the same. While presenting the progress report on the anti-quackery campaign, Dr. Muhammad Ajmal Khan briefed that more than 3400 premises of quacks have been made dysfunctional in 19 districts of Punjab and Rs17 million has been collected as fine. He further said that the teaching hospitals have started compliance with MSDS, while there is a need to implement the same at tehsil and district level health facilities.

The meeting of the Technical Advisory Committee (TAC) Sub-Committee on Quality Assurance, Standardization and Accreditation was held in Lahore to discuss the draft MSDS for Dental Clinics, the draft MSDS for Rural Health Centers (RHCs) and the PHC Anti-quackery Regulations, 2015. The Sub-Committee reviewed all standards and indicators included in the drafts and provided valuable suggestions. In addition, the sub-committee also reviewed and were in agreement with the draft PHC Anti-quackery Regulations, 2015.
Attendants of the TAC subcommittee included its convener: Dr. Abdul Majeed Chaudhry (LMDC), representatives of the Regulatory Bodies: Dr. Khalid Masood Gondal (College of Physicians & Surgeons Pakistan); representatives of the Medical Universities in Punjab: Major General (Rtd.), Dr. Muhammad Aslam (University of Health Sciences); Prof. Dr. Asad Aslam Khan (King Edward Medical University), professional institutions: Prof. Dr. Rakhshanda Rehman (School of Health Sciences, Fatima Memorial System), representatives from private HCEs: Prof. Dr. Shahida Khawaja (National Defense Hospital), and Prof. Dr. Faisal Sultan (Shaukat Khanam Memorial Hospital and Research Institute). The meeting was organized by PHC and the attendees included its core director’s team: Clinical Governance, Licensing, Complaints and the Additional Director as well as Deputy Director of CG&OS lead by the COO. The meeting ended with the TAC members extending their support for the Commission and a vote of thanks by the COO.

A consultative meeting was held on the 11th of March to discuss Hospital Waste Management at HCEs, an integral component of the MSDS, and in the context of the Punjab Hospital Waste Management Rules, 2014. Participating stakeholders included representatives from Environment Protection Department, Local Government and Community Development Department, tehsil headquarter hospitals, hospitals, research institutes and other waste management companies. The meeting included a presentation on the roles and responsibilities of the stakeholders and a discussion on the way forward after considering valuable suggestions received during discussions.

A consultative workshop was organized to discuss the Draft MSDS for Category II B HCEs, which includes HCEs with up to 30 beds. A total of 30 participants from various groups of stakeholders attended the workshop which included representatives from the Health Department, Federal Regulatory Councils and the College of Physicians and Surgeons, Pakistan. The majority of the attendees consisted of healthcare service providers from the private sector. During the workshop, the pertinent Draft MSDS was discussed in depth and valuable suggestions and recommendations from the participants were deliberated upon for further refining the Draft. The workshop was facilitated by Dr. Mushtaq Ahmad, Director of Clinical Governance, and its expert team.

The Punjab Healthcare Commission organized an anti-quackery strategy orientation workshop for district health administration officers from Faisalabad division, on 10th September, 2015. Dr. Muhammad Ajmal Khan, COO, PHC, told participants that an estimated 270,000 quacks were illegally rendering healthcare services in Punjab endangering the health and lives of susceptible population. Apart from the senior management of the Punjab Healthcare Commission, the workshop was attended by Commissioner Faisalabad, Captain (R) Nasim Nawaz, and District Coordination Officers (DCOs) from Faisalabad, Chiniot, Toba Tek Singh and Jhang. District health administration officers from Chiniot, Toba Tek Singh, Jhang and Faisalabad were issued authorization letters to seal premises of quacks under the PHC Act. The officers were trained in fulfilling the legal requirements for sealing unlawful facilities and reporting the cases to the PHC. The PHC’s has constituted an special anti-quackery committee to decide such cases.

The COO and the senior management of the PHC participated in a Roundtable on Quackery organized by Mir Khalil ur Rehman Memorial Society (MKRMS) in Rawalpindi on 19th August, 2015. Chairman MKRMS appreciated the PHC’s campaign to eradicate quackery from Punjab and asked participants to extend their cooperation for the same. COO PHC, Dr. Muhammad Ajmal Khan described the magnitude of the problem saying that an estimated number of 600,000 quacks playing with the lives of susceptible segments of the population. Dr. Tariq Mehmood Mian, President PAFP warned of the dangers of rampant prescription of antibiotics by quacks. Dr. Mushtaq Ahmed, Director Clinical Governance, PHC, urged the government to fill the existing gaps in the availability of services particularly in remoter areas of Punjab. Chairperson, PHC, Justice (R) Aamer Raza Khan presided over the seminar while Special Secretary Health, Mr. Salman Mufti, renowned philanthropist and Commissioner PHC, Dr. Muhammad Amjad Saqib and Chief Operating Officer Dr. Muhammad Ajmal Khan and the senior management of the PHC and President PAFP, Dr. Tariq Mehmood Mian were present. The latter urged family physicians to cooperate in the campaign against quackery by registering with the Commission. The seminar began with special prayers for the late Interior Minister Punjab, Mr. Shujah Khanzada. Leading medical professionals and professors of pediatrics, Dr. Muhammad Yaqub Kazi and Dr. Muhammad Ali Khan gave detailed presentations on the clinical management and critical care of Dengue patients. The PHC has created a special cell for daily monitoring and carrying out inspections of hospitals to ensure that adequate arrangements are made for treatment and referral of patients suffering from Dengue.

The World Bank and DFID Joint Implementation Support mission visited the PHC office on 6th August, 2015, as part of its ongoing review of progress made against mutually agreed disbursement linked indicators (DLIs) of the Punjab Health Sector Reform Program. Chairperson PHC, Justice (R) Aamer Raza Khan, Chief Operating Officer, Dr. Muhammad Ajmal Khan and the senior management of the PHC welcomed the delegation which included Dr. Tayyeb Masud (Task Team Leader and Senior Health Specialist), Naoko Ohno (Co-Task Team Leader and Operations Officer, Aliya Kashif (Health Specialist), Khalid Bin Anjum (Senior Procurement Specialist), Syed Waseem Abbas Kazmi (Senior Financial Management Specialist) and Javaid Afzal (Senior Environmental Specialist). A delegation from KPK Healthcare Commission visited the PHC office on Saturday, 1st August, 2015. Chief Operating Officer, PHC, Dr. Muhammad Ajmal Khan and the senior management of the PHC welcomed Director Operations Mr. Asif Naveed and Deputy Director Management, Dr. Saeed-u-Rehman and gave them a detailed briefing about the governance and the operational structure of the PHC. The guests from KP were also apprised of the challenges faced by the PHC in regulating healthcare services in the public and private sectors and the process and strategies evolved by the PHC to overcome these challenges, for instance the census of healthcare establishments currently being carried out in five districts of Punjab. Dr. Naveed expressed his appreciation of the various initiatives undertaken by the PHC, particularly its ongoing campaign to eradicate quackery from Punjab.

The Punjab Healthcare Commission organized an orientation workshop for district health administration officers from Lahore, Kasur, Nankana Sahib and Sheikhupura as part of its ongoing campaign to eradicate quackery from Punjab. The purpose of the workshop was to give an overview of the PHC’s anti-quackery strategy and to impart legal and procedural orientation to the officers to seal facilities being operated by quacks under the provisions of the PHC Act, 2010. The participants of the workshop included DOHs, DDOHs, TMOs, TROs and Drug Controllers from the four districts of the Lahore division. They pledged their commitment and unmitigated support to the PHC’s campaign against quackery till the eradication of the menace from the entire division.

The meeting was convened to discuss the anti-quackery campaign launched by the PHC on the direction of the Chief Minister. It was unanimously agreed that committees would be constituted at the tehsil and town levels to ensure action against quacks and closure of their premises under the PHC Act, 2010.

A delegation from the World Health Organization, led by Dr Lamia Mahmoud, Medical Officer MNCH, WHO, had an introductory meeting with the COO and the senior management at the PHC office, on 3rd June, 2015. The purpose of the meeting was to discuss and explore potential areas for collaboration between the PHC and the WHO. The visitors were given an overview of the PHC’s regulatory mandate and the facilitative approach it has adopted for implementation of standards at all kinds of healthcare facilities. The visitors were also informed that the PHC experts were engaged in developing minimum standards for Mother and Child Health (MCH) Centres. The WHO team acknowledged the efforts of the PHC and suggested programs for capacity building of private sector professionals, associated with mother and child health services, as a possible avenue of collaboration between the two organizations.

Two healthcare facilities being illicitly operated by quacks have been sealed under the PHC Act, 2010, in raids conducted by officials of the City District Government, Lahore, led by Mr. Khawaja Imran Nazir Vice Chairman Task Force North and Parliamentary Secretary for Health, on 26th May, 2015.
The first raid was conducted at Sheikh Shabbir Surgical Hospital and Maternity Home, Purana Khana Ferozepur Road, Lahore, under the management of a dispenser pretending to be a qualified doctor. At the time of the raid, 4 patients receiving IV infusion were found at the unlawful facility. The second raid was conducted at Hafiz Hospital and Zacha Bacha Centre, Kashmir Patti, Purana Khana Ferozepur Road, Lahore, a centre being operated by Hafiz Abdul Qayyum, a pretender having no medical qualification and Noreen Shehzadi, a Lady Health Visitor. The services being provided by the LHV at the said facility were beyond the scope of services lawfully permissible for an LHV and the two had reportedly been operating the facility for the past 3 to 4 years.
Both healthcare facilities were sealed under the PHC Act, 2010 and FIRs were registered in concerned police station against perpetrators. Proceedings were also started under the Medical and Dental Degrees Ordinance, 1982, and Allopathic System Prevention of Misuse Ordinance, 1962, while challans were also issued under the Drugs Act, 1976.

The delegation was given an overview of the different aspects of the PHC’s mandate, in particular, its efforts to prescribe standards for all kinds and tiers of healthcare establishments (HCEs). The delegation greatly appreciated the PHC’s efforts to introduce Minimum Service Delivery Standards (MSDS) for clinical and pathological laboratories and offered their unequivocal support and cooperation in the development of practical and effectual standards.

The participants expressed their concerns with respect to the practical implementation of standards, keeping in view their resource constraints. The PHC organized a capacity building workshop in Lahore from the 28th to the 30th of April. The Workshop was attended by key personnel from healthcare establishments in Lahore, Rajanpur and Layyah. The purpose of the workshop was the orientation of clinicians and managers representing various hospitals in the implementation of the Minimum Service Delivery Standards, and to equip the participants with the necessary tools to assess their own performance against the prescribed standards prior to an inspection by the PHC. |

The PHC inspects hospitals to assess compliance with the MSDS prior to issuing a license under the PHC Act, 2010. |

The PHC organized a capacity building workshop for managers, consultants and allied service providers belonging to healthcare establishments in the Rawalpindi Division, from the 11th to the 13th of February, 2014. The purpose of the capacity building exercise was to familiarize the participating HCE staff with the MSDS for hospitals and the MSDS Reference Manual, as well as with the licensing and inspection processes. The participants were also imparted training on the scoring matrix developed by the PHC to enable self-assessment of compliance with the MSDS, prior to formal inspection by the PHC. The 32 participants of the workshop expressed their satisfaction with the training content and methodology.
The Punjab Healthcare Commission has so far conducted 12 workshops for healthcare establishments in 16 districts of Punjab, namely Lahore, Gujrat, Gujranwala, Sialkot, Rawalpindi, Faisalabad, Multan, Khanewal, Mandi Bahauddin, Okara, Bhakkar, Toba Tek Singh, Jhang, Attock, Chakwal and Jhelum.

The COO and senior management of the PHC conducted an introductory meeting for stakeholders in Bahawalpur on 23rd January, 2014, at a local hotel. The meeting which was attended by Commissioner Bahawalpur Division, DCO Bahawalpur, EDO (H) Bahawalpur, Medical Superintendents of various public and private hospitals, and prominent members of the medical fraternity from districts Bahawalpur, Bahawalnagar and Rahim Yar Khan. The PHC team introduced the concepts of registration, licensing, implementation of service delivery standards and the management of complaints under the PHC Act, 2010, to the attendees. The presentations of the speakers were followed by a question and answer session. |

A Seminar on the Latest Guidelines on Dengue for Family Physicians, organized by the Punjab Healthcare Commission in collaboration with the Pakistan Academy of Family Physicians was held at a local hotel on Wednesday, 13th November. Chairman, PHC, Justice (R) Aamer Raza Khan; Advisor to CM Punjab on Health, Khwaja Salman Rafique; Chief Operating Officer, PHC, Dr. Muhammad Ajmal Khan; and President, PAFP, Tariq Mahmood Mian were prominent among those present. Dr. Muhammad Yaqub Kazi and Dr. Muhammad Ali Khan, leading practitioners in the field of pediatrics gave detailed presentations on the clinical management and critical care of Dengue patients as well as effective monitoring of the disease. Additional Director General Dengue Cell Punjab, Dr. Jaffer Ilyas communicated the Punjab Government’s Initiatives for curtailing the spread of Dengue at the occasion. |
